Can I record my noisy neighbours?
Yes any doorbell camera is waterproof. I have blink with sound. It’s not as good but there’s plenty of cameras you can get that would record with sound. I don’t know exactly about only audio recording though.

Starting smart home in my new house
Home assistant. Stick to Philips Hue for bulbs and motion sensors, but keep them going through the Hue hub, then connect that hub to home assistant for redundancy (as opposed to each bulb direct to home assistant, this'll make more sense once you begin), or waste time and effort trying other brands
