Window 11 Pro performance issues with my T480. Time to switch to Linux.
If you really need Windows, I recommend Win10 IoT Enterprise LTSC 2021. Win11 LTSC 2024 also runs pretty well on my x270. But, Win10 LTSC runs great on all of my ThinkPads that range from a T420 to T480, s and non s. But, yeah, definitely install Linux as well.

MacBook or lenovo??
If you're on a tight budget, I'd go with a ThinkPad - spare parts can be found easily and are cheap. I would try to pick non-S model (T480) 8th gen Intel - it can have bridge battery and is a sturdy beater laptop that should still perform decently for basic tasks and has official Win 11 support.

Durable Laptop for a Clumsy Person
Lenovo ThinkPad T480. Cheap, can run windows 11, reliable and built like a tank. Get one with an 8th gen i5 8350u and 16 gb of ram and you’re golden.

Well buying an laptop strictly just to hackintosh wouldn't be worth it imo But I do like these ones: Thinkpad T14 Gen 2 Thinkpad T480 Lenovo IdeaPad S145 But if you want longevity with macOS, consider an Apple Silicon MacBook instead

what's the best budget pc for hackingtosh?
ThinkPad T480/T580 are one of the best, but MS Surface Pro 3 works also, at least for me, and if you want newer it also worked on Dell Lattitude 5410, for that (and also Surface) I have EFI, so I can help with what kexts do you need
