Lets share some British products and services that we might not know about.
Q Acoustics is a British audio speaker design company, a little pricy, but well reviewed. I really like their M20 USB/bluetooth speakers, which are equally adept at being your living room TV speakers as they are at giving your PC some proper hifi audio.

Speakers for turntable (overwhelming)
You definitely can't get futureproof powered speakers for 250 new. That said, you can get plenty of great sound for that budget. If your budget is ~€250, a small amp + passive speakers will usually beat powered speakers in sound quality. Powered sets like the Q Acoustics M20 HD or Edifier R2000DB ar

Guidance for Vinyl Setup
The Q Acoustics M20 fit in your budget. They are really pretty decent. The have lots of connectivity options, but no AirPlay. I like their look, but not everyone does. NAD 302 - Speaker Advice
HDMI ARC/eARC doesn’t bring any sound improvements over PCM digital over S/PDIF connectors (Toslink or coaxial). Both are simply lossless for stereo speakers. Only thing that ARC/eARC can do differently is to allow TV’s remote to control the volume, and possibly automatically power on/off and change

Powered speakers for record player that can double as computer speakers?
Most powered speakers don’t have a built-in phono preamplifier. (And your turntable doesn’t have one either.) So, you most likely need to buy one. E.g. consider these powered speakers, and e.g. this phono preamplifier: Q Acoustics M20 HD Fosi Audio Box X5 (ASR review)

Speaker setup for open livingroom/kitchen/dining area
That’s somewhat of a large area to cover. Therefore cheap small speakers might not be optimal. Also HifiBerry amplifier boards probably aren’t going to provide enough power for the space. Here’s ASR review of HifiBerry Amp60. It’s not in HifiBerry’s catalog anymore, but the current Amp2 and Amp4 hav
