I think this is a well balanced system that will do all the jobs you want very well: 7800x3d, 32gb ram, rtx 5070 is the basis. Went for nvidia gpu for the video editing. 850W well reviewed psu. The other components are just the basic selections that will work and should be adjusted as needed/wanted.

Where to put an extra 250$
There's very little context here. For a gaming PC I'd typically recommend putting it towards the GPU. If you have an old GPU, I'd consider selling it and slapping $250 on the proceeds. 16GB RAM suggests it's not particularly high end. An additional $250 is excessive for either RAM or SSD. Thus if no
