Amazon hard locks updates on their fire tablets so even if you set it to not update automatically it does it anyway. I set my fire max 11 up using fire toolbox. Unfortunately, each firmware update Amazon rolls out tries to lock their system down from any outside mods. XDA devs are constantly working
