Would you prefer a BUDGET 64mm flat burr grinder, or a GOOD 55mm conical burr grinder? [$250]

This is true also of the Baratza Encore ESP - I have had one for a year, and it absolutely has never ground finely enough. Almost. But no. Steer clear of that I would say.

Is Grinder over Machine still true?

Definitely go for the Eureka Mignon Zero over the Baratza Encore ESP. It is better in every way, plus unlike the Encore ESP the Zero is very quiet.
