They already did. Early Crucial T700 was on a 12nm node. New Samsung 911 Pro is on a 5nm node. It already runs much cooler.

Regarding the motherboard you selected it has 12 (6+6 phase)+2+2 VRM not 16+2+2. But it is good enough for the 9900X. Also, you don't need to OC but you can under volt the CPU easily to get a little better performance and thermals. Finally someone who understands vrm and not just read the spec sheet

Building my first PC for Sim Racing
Overall a really good looking build. You definitely want the AMD and the Nvidia card, that's the correct choice. However swap that Crucial T700 SSD you picked out for any Gen 4 drive that's twice the size. Something like a Samsung 990 2TB or the Crucial T500. While yes the T700 is faster It's going

PC build help
The Crucial T700 indeed runs hot. Consider the Crucial P510 or SK Hynix Platinum P51 instead. For gaming, the PCIe version does not matter at all; you could just as well get the Patriot VP4300 Lite or Gigabyte Aorus 7300.

How to update SSD's firmware?
This applies to the T700 firmware too. Same error and getting ISO from Crucial and extracting it works.What an absolute joke. Crucial devs need to fix this, it's laughable.

EDIT: Crucial T700 1TB is available via 3rd party seller on Amazon for $130. Even still, I don't recommend at that price point, the performance gains aren't worth that increase in price-per-TB.
