What’s the best budget action camera that isn’t total junk?
I haven’t used it, but the DJI Osmo Action 4 looks like it’s available for around $200 USD and checks all the boxes. That’s probably as inexpensive as you can get and still get good image quality and effective stabilization.

Head strap mount. If you want, another cam on rail facing you. Cams: DJI Osmo Action 5 pro or Insta360 Ace 2 pro. You can get away with knock off cams but if your arena is dark the 2 i mention is top notch for low light capabilities. Honorable mention is the DJI Action 4. GoPros are ok too but sucks

Please recommend a waterproof camera for snorkeling
I have used the DJI Osmo action 4 the past two years and have loved it. I put it in a waterproof case with floating handle. It takes GREAT videos.

What do you use for recording matches?
Never in my life would I suggest a GoPro to anyone anymore. DJI Osmo Action (4? 5?k) if you really want to get a separate camera but the phone records in high enough quality with enough frame rate not to need a separate camera.
