I am leaning towards a poorly installed cooling system with low-grade globs of thermal paste as the culprit. If it weren't for the warranty, I would be unscrewing things but as I said, I would like to see what other owners of the GMKTec Evo-T1 have to say first.

You're still not smart enough to read after giving you the benefit of the doubt. You're still reading power consumption at the receptacle. Even if your unit is new, it will get from factory build very poor thermal paste quality and it will be poorly applied, i strongly suggest you to repaste your CPU with Quality Artic thermal paste. Which would you choose?
Don't expect much higher than 30fps with the iGPU when playing AAA or AA games at 1080p even at low settings. Older games and pixel based games is fine though. Gmktec k11 and 1mm thick ptm7950
Do you have enough to double it up? Ryzen R9 runs pretty hot yes? Plus the copper (where the heat transfers from the CPU) on my GMKTec EvO T1 wasn't the smoothest. Not sure but the k11 copper looks similar.

GMKtec EVO-T1 vs Beelink GTi15
For me reliability wins out every time, so I recommend Beelink GTi15. Only if you really want to use the Occulink would I consider GMKtec Evo-T1.
