Looks like Thinkpad L14, Lenovo’s “budget” Thinkpad will cost the same as Framework Laptop 13 Pro for identical CPU, SSD and RAM specs.

That's exactly why I'm happy when Costco appears to have decent models. Back in 2023 I got a Legion Pro 5i for $1k that's been amazing.

You Cannot Compare Windows to MacBook

There really is no reason to use Windows anymore other than gaming, and even that's starting to slowly become irrelevant.
