If you can stretch, the iPad 11th gen is honestly the safest pick for notes + design because of apps and smooth performance. But if budget matters, look at OnePlus Pad 2 or Lenovo Tab P12; both give great performance and bigger screens for less money, just slightly weaker app ecosystem.

Which brand of tablets is designed for drawing
Artist here and Samsung's S FE series are good tabs on a bit more of a budget. They come with a really nice stylus and you can download some great apps. The Lenovo P12 is another option but not sure if you have to buy the pen separately. The Samsung stylus is more delicate than the Lenovo version so

Looking for my first eReader.
You don't need an ereader (e-ink) you are looking for a tablet. A regular Android tablet (especially Samsung S9 FE or Lenovo P12) would do.
