If you can stretch, the iPad 11th gen is honestly the safest pick for notes + design because of apps and smooth performance. But if budget matters, look at OnePlus Pad 2 or Lenovo Tab P12; both give great performance and bigger screens for less money, just slightly weaker app ecosystem.

Artist here and Samsung's S FE series are good tabs on a bit more of a budget. They come with a really nice stylus and you can download some great apps. You don't need an ereader (e-ink) you are looking for a tablet. A regular Android tablet (especially Samsung S9 FE or Lenovo P12) would do.
