Beefy Proxmox nodes for a 10-inch rack?
Minisforum MS-A2 has 2xSFP+ & the MS-02 Ultra has 2xSFP28 SFP+! They also have a single slot half height PCI slot. The MS-02 Ultra definitely fits your bill as it has 4 or 5 nvme slots? 2 are built into the SFP28 adapter.

MiniPC Recommendations for Arc B50 Pro
If the Arc B50 Pro has to live inside the box, the MINISFORUM MS 02 Ultra Workstation Mini PC makes sense. It has the PCIe and 350W PSU shape, but I would still verify SR IOV before buying.

Can I upgrade a mini pc to my own needs?
It depends what size and cost you are happy with. I have a Minisforum MS-02 Ultra which is sold as barebone and is quite expandable. But some would say that this is no MiniPC anymore. With less than 5 l ivolume only it is quite small.

It would be awhile for them to do panther lake. Minisforum is not really a tier-1 manufacturer that gets their part quickly (at least not yet), so say if panther lake releases in January, it would be around October the earliest you start seeing decent amount of minisforum standard PC based products
