Do better than this Tapo
You should Turn on 3rd party integrations and pipe the rtsp feed to a local VMS. I run Object detections models like mobilenetssd and YOLOv8 on my Tapo cams with good results. I don’t think there’s a classification for fox but I have seen my cams tell between a Dog and Cat

Protect - Can't turn off ONVIF Camera Motion Detections
I have the same problem. Connected a tapo cam and even within the protect settings motion events is ticked off. But it doesn’t work and every motion is notified very annoying.

Arming Cameras at Night? Infrared Clicking Noise
Blink cams don't even have pet detection. Being forced to enable "Other Motion" detection is nonsense given Blink's been on the market for ten years. They should have dedicated pet detection by now. You'd be better off using a cam that does like Wyze (requires subscription for pet detection) or TP-L

Tapo cams with Frigate
That’s a good question. Not sure how much AI the two C520WS and the C500 have. The C500 is and was quite dumb from the beginning. The firmware is really bad in my view and Tapo says I should buy a better camera. Frigate just made it smarter even the resolution is not enough so I might update anyways
