YouTube TV knows I am using a VPN
YouTube TV checks GPS on mobile not just IP. VPN alone won't work unlesss you're on desktop or laptop. switched to Bamboo VPN for streaming stuff gets detected waaay less than Windscribe bc their IPs aren't burned yet.

If Bell Canada throttling VPNs?
It's probably not Bell, just your VPN is overloaded or something. I use Windscribe and I get over 1700 Mbps (I pay for 1.5 gig) if I use WireGuard, goes down to around 300 Mbps if I use OpenVPN.
