M4 Mac mini vs Nuc pro (intel 225h - 32 GB)
For those tasks, get the Asus NUC 15 Pro (Ultra 5 225H). You will need 32 GB of RAM and a gen 4 SSD at minimum. The base M4 Mac Mini only has 16 GB of RAM and their SSD is on par with gen 3 SSD. Even with it's amazing CPU, it would struggle.

a mini PC good for running a Plex server?
Get an Asus NUC 15 Pro Ultra 5 version. Then use Samsung 9100 Pro gen 5 SSD with a heatsink on it and 2 TBs.

I hadn't looked into the Asus NUC 15 Pro but it actually sounds like a great fit, especially since I already have an Asus Zenbook and would probably feel at home driver-wise. ASUS NUC 15 Pro with tall chassis is advertised as having a 2.5" drive bay but I cant find any way to access it if it even exists. Any ideas?

I asked ASUS as this matter concerned me, and I got a reply. The NUC 15 Pro no longer supports 2.5" SATA drives. Personally, this change is a deal breaker. I know the other M.2 port can be given an adapter to support the longer 2280 M.2 drive, but it just feels like a weird hack. At the moment, the

True enough. But access to 4x4 lane 4.0 PCIe without forgoing wifi isn't too shabby in the package. Maybe some hope for a later bios update to turn 1-2 of those into 5.0 as has happened with some devices? Doesnt have the shortcoming of one of the nvme slots being a 2242 either. I would highly suggest you invest more into the base config (the CPU) than focusing on 64GB of RAM. Not only is RAM outrageously priced right now, unless you know you need 64GB of RAM, 32GB will be totally fine.
