For mini led KTC M27P6 (IPS) and M27T6 (VA) have good local dimming but build quality is a mediocre, avoid MSI 16m (blooming but overall better firmware upgrades), good is INNOCN with better quality. For Oleds there is many options, I'll go for Asus (general good displays with so-so warranty) or MSI
