I bought the wife a Osprey DaylitePlus and she took it on a trip recently. She had it stuffed with her crochet project and it was no issue fitting under the seat. I’d get one myself if I didn’t have other bags already.

What are we using for a “Personal item” when flying
I use an Osprey Daylite Plus. Technically it's over the size limit but it's a soft backpack so I'm sure it could fit in a sizer if needed. It easily fits under the seat even when full.
