Budget, 1 gig mesh system

None of those supposedly gigabit capable systems will be able to handle actual gigabit speeds. Gigabit ports cannot sustain full gigabit speeds due to overhead, and Wi-Fi five and six, especially on the 2.4 and 5 GHz bands, can't really do it either. Slow speeds with VPN on Deco BE25

Agreed. I have the Deco BE95, and it has a lot more horsepower and more RAM than the BE25, as a result I only see a 80-100 Mbps drop in speed (2.85 Gbps w/VPN vs 2.95 + Gbps w/no VPN). The Deco BE25 is a very very low end router.

Any benefit for Wi-FI 7 mesh networks with only 70Mb speeds

Actually most WiFi 7 routers/APs/extenders don't have 6 GHz. The minimum for WiFi 7 compliance is 2.4+5 GHz operating together in MLO, and a lot of WiFi 7 devices only implement the bare minimum. The Deco BE65 OP mentions does have 6 GHz, but the Deco BE25 and BE3600 both do not, despite being WiFi

Deco Wifi Mesh System Is Better Than Google Nest Wifi Mesh

I recently upgraded to TP-Link Deco BE25 WiFi 7, and it has been great. Three units covering the 3 story house, yard and two garages. I get great speed and it is very stable.
