Best NAS system to run Plex for a budget
Since this is your first NAS - you really can’t beat Synology for the user interface and final product polish. It’s so easy to set up a caveman could do it (me). I am in a similar boat to you (NAS newbie) and have the DS224+ and it’s excellent. Perfect for my needs.

Plex streams fine but the libraries take forever to load on every device, any advice on how to fix?
i always kept the plex data folder on a ssd and currently a NVMe drive now and never really saw any lag for the interface or when opening the media compared to when it was installed on spinning drives. Try doing a database clean up and increasing the DB cache size a little (Mine is currently at 256)

You genuinely might want to avoid Synology as well, UGreen would be my recommendation. [System Agnostic] Foundry VTT on a Synology DS423+
I’ve run it on a DS224+ with only 4GB of RAM and it ran fine. The server has very little demand for computing power. It’s the clients (via a web browser) that needs the “oomph”. Running Plex directly on an NAS or off my Computer
I have a Synology DS224+ with 24TBx2. I keep my media around 1-3gb per hour of footage (usually 1080p). It can easily serve 3 direct play streams while barely making a dent to my overhead. I can also confirm 2 simultaneous transcodes without a hitch. Transcoding a movie (say 3gb) yields about a 15%

Will creating video thumbnails slow down Plex interface or anything after they have been created?
I use two WD Red 5400rpm on a Synology DS224+ connected via gigabit ethernet to my router. My main client is a wired 1st-gen Apple TV 4K (so my setup isn't the fastest). 😉Beside from scrubbing to a certain point on the video with activated preview thumbnails I didn't noticed any performance issues.

Garage sale find. What do i do with it?
This is the processor used in the Synology DS224+. It can run Plex or Jellyfin and multiple VMs without any problems. It can also handle a good firewall like IPFire.
